I believe that you should be allowed to listen to your headphones when you feel like it. If you're in the hallways, nobody has the right to tell you to put them away. It is the individuals responsibility to decide whether or not they should put their headphones away.
I think you should be allowed to hear music in the hallways but take it off when studying in class. They can hear music if they want when they finish doing their work.
